南房総市は、房総半島の最南端に位置し、北側には標高300m以上の山々が連なり、西側には東京湾、東側及び南側には太平洋と3方を海に囲まれています。 豊かな自然と豊富な山の幸・海の幸がありながら、東京から約100km圏内のところにある便利なエリアです。 Minamiboso City is situated at the southernmost end of the Boso Peninsula and is bordered by mountains of over 300m in elevation to the north and the ocean in the other three directions - Tokyo Bay to the west and the Pacific Ocean to the south and the east. With lush nature and rich blessings from the land and the ocean, the city is conveniently situated within a radius of approximately 100km around Tokyo. 市内には現在、個性あふれる道の駅が８つあります。南房総市は、日本で一番道の駅の数が多い自治体です。 なかでも「道の駅とみうら枇杷倶楽部」は、2000年「全国道の駅グランプリ」で最優秀賞を受賞し、観光客にも注目されている道の駅です。 Minamiboso City boasts the most number of road stations in a single municipality in Japan, being the home of eight road stations (known as Michi-no-Eki) with distinct characteristics. Of the eight road stations, "Michi-no-Eki Tomiura Biwa Club" was awarded the grand prize in the "Nationwide Michi-no-Eki Grand Prix" and is popular among visitors. 本プロジェクトでは、市内に加工場を整備し、地域の特産品である「房州びわ」や日本酪農発祥の地の歴史を持つ「生乳」を活用して、加工品やソフトクリームづくりに必要な原料製造を行います。また、地元で収穫した野菜や果物をドライフルーツやピューレに加工するなど、新たな加工技術を組み合わせた商品開発を進め、地域産品の消費拡大を図ります。 Boshu Biwa (loquat) is a local specialty and Minamiboso is where dairy farming in Japan originated. This project aims to build a processing facility to utilize these as raw ingredients for making processed products such as soft serve. This project also aims to create new products from new processing technology, such as dried fruits and puree from locally produced fruits and vegetables, so as to increase consumption of our local produce. これらの取り組みにより、道の駅が「６次産業化」のけん引役となり、農産物等の価値をさらに高め、農業者の所得向上とこの地域に魅力を感じる人材の育成・定着、道の駅の交流機能の強化を図り、地域活性化の実現に取り組んでまいります。 Through this project, Michi-no-Eki Tomiura Biwa Club will lead the sixth sector industrialization towards increasing the value of local produce, increasing producers' income, raising and retaining talents who understand the region's charms, and strengthening the road station's social function, thereby achieving regional revitalization.
当市の産業分類別就業者数の構成割合は、1次産業が20.5％と5人に1人が農林水産業従事者であります。次点の卸売業・小売業の13.9％を大きく上回り、当市の基幹産業は1次産業であるものの、近年は「生産者の高齢化と減少⇒生産力の低下⇒販売力の低下・地域連携の不足⇒生産者所得の減少」という負の連鎖に陥りつつあります。 20.5% (1 in every 5) of our residents work in the agriculture, forestry, and fisheries industries which categorized as primary industries. This is far more than our second largest industry which is wholesale and retail (13.9%). Although the core industry in Minamiboso City is primary industries, we are experiencing a negative domino effect where the aging of producers and reduction of their numbers lead to low productivity which in turn leads to poor marketability and inadequate local cooperation, and consequently to a decrease in producers' income. 今まで、それぞれの道の駅が農産物や魚介類、農業体験プログラムなど、地域の農業振興に持続的に貢献していくための施策に取り組み、当市に訪れる年間500万人の来訪者のうち、半数以上が道の駅を訪れています。このことから、道の駅と地域産業の結び付きが強い経済構造となっています。 Until now, each of our road stations has independently implemented various initiatives, such as experiences related to produce, marine products, and farming, to contribute sustainably to the vitalization of the region's agriculture industry. Minamiboso City receives around 5,000,000 visitors annually and more than half of them have visited our road stations. This is how closely tied the economic structures of the road stations and local industries are. しかし、新型コロナウイルス感染症の影響が長期化する中、道の駅の来訪者及び売上が激減するとともに地場産業も大打撃を受け、地域経済への影響も深刻度を増しています。この状況が長期化すると、道の駅に併設されている農産物直売所を販路の主としている農業者の売上は激減し、一次産業の衰退へ直結します。その影響は、担い手不足や高齢化、遊休農地の拡大へと当地域の衰退を一気に加速させることとなります。 However, with the protracted COVID-19 pandemic, the number of visitors and sales figures at road stations have plummeted and local industries have taken a critical hit. The pandemic's effects on the local economy are also increasingly severe. Due to this prolonged circumstance, farmers, for whom the road stations are the main route for direct sales of their produce, have also seen a significant decrease in sales and this has directly led to the weakening of Minamiboso City's primary industry. The deterioration of the region is further exacerbated by the lack of laborers, aging population, and increase in unutilized agricultural land.
本プロジェクトでは、道の駅とみうら枇杷倶楽部の機能強化の一環で新たに加工場を整備し、地域産品を原料に“南房総らしさ”を前面に打ち出した新商品を製造します。2025年の完成を目指し、5年間で10商品の新商品開発を目指します。 This project will equip Michi-no-Eki Tomiura Biwa Club with a new processing facility as part of the strengthening of its functions and will lead to the creation of new uniquely Minamiboso products using local produce as raw materials. This project is expected to end in 2025 with 10 new products developed within the 5 years. まず、特産品である「房州びわ」を道の駅とみうら枇杷倶楽部オリジナルのデザートや土産品に加工します。今まで自社で最終商品として製造していた品数はわずかでしたが、商品数を増やし、差別化を図っていき、販路拡大を目指します。 現在稼動している加工場は老朽化しているため、処理能力・機能強化した新しい加工場で製造することで、生産性の向上につなげます。 Firstly, the city's specialty Boshu Biwa will be turned into Michi-no-Eki Tomiura Biwa Club-exclusive desserts and souvenirs. The road station has already independently developed several products and aims to increase its lineup, create differentiation, and increase sales routes. However, the current processing facility is old and deteriorated. A new processing facility with improved processing capability and functions will improve productivity. 2つ目に、地元の生乳を使った商品のラインナップを強化します。房州びわと南房総産の生乳をブレンドした道の駅の人気ナンバーワンの「びわソフトクリーム」のほか、新しく牛乳とびわが2層になったプリンの製造など、新商品の新企画を準備しています。 それらの商品をきっかけに当市が酪農発祥の地であることをアピールし、当市特産品のブランド化につなげます。 Next, this project will strengthen the lineup of products made from dairy produced in Minamiboso City. On top of the most popular product at the road station (loquat soft serve made from Boshu Biwa and locally-produced milk), proposals for new products such as a loquat and milk two-tiered pudding have been drawn up. These products will help to promote the region as the origin of dairy farming in Japan and build a brand for the city's specialties. 現在、売られている特産アイテムを用いた新商品開発を進めると同時に、まだ商品化されていない（あるいは廃棄されている）アイテムの掘り起こしも行うことで、新たな地域ブランドの創出、そしてSDGｓ（エシカル商品開発）にもつなげていきます。 Developing new products based on our existing and popular specialties and finding ways to utilize unused or often discarded raw materials will also inspire a new local brand. This ethical approach to product development also ties in with the SDGs.
特産品である房州びわや生乳を加工し商品化したいのですが、そのノウハウが充分ではありません。また、商品開発だけでなく、販路開拓やプロモーションなど製造から収益化に結びつけるまでのマネージメント能力も必要としています。 Michi-no-Eki Tomiura Biwa Club lacks adequate knowhow in creating and processing products out of our specialty Boshu Biwa and dairy. 南房総市には、道の駅が8カ所あります。 道の駅周辺に広がる自然や個性あふれる美味と癒しの時間を求めて、家族連れやペット同伴のお客様、仲間同士でのご旅行などにご利用いただいております。 また、農漁業者や商工業者が生活していく上での重要な拠点となっており、その存在意義は高まるばかりです。 Minamiboso City has eight road stations. Many visitors come to our road stations with their families, pets, or friends for the sprawling nature around the road stations, good food, and relaxation. Our road stations are also an increasingly important base for the livelihoods of farmers, fishermen, and commercial businesses. 2019年の房総半島台風では、特産の房州びわが壊滅的な被害を受け、生産量が半分程度に落ち込み、さらに、農業の担い手不足が一次産業を一気に衰退させ、人口減少、少子高齢化といった地域課題が追い打ちをかけています。その打開策として本プロジェクトは、当市の農業・観光施策の今後を左右する重要な取り組みであり、道の駅で働く方々が生きがいを持って元気に働き、互いに支え合う拠点として機能していくことを願っております。 Many of our Boshu Biwa trees were damaged by typhoon Faxai which hit the Boso peninsula in 2019. Our loquat production fell by half. Coupled with the lack of agricultural laborers, our primary industry has weakened significantly, further exacerbated by a regional problem of an aging and decreasing population.This project is an important initiative that will help to break this deadlock and influence the direction of the city's agriculture and tourism strategies. We hope that this project will instill a sense of purpose and provide motivation for those working in the road station as well as enable the road station to serve its function as a base for mutual support between it and local producers. また、2020年1月、市内8カ所の道の駅が1次産業と観光の振興を一元的かつ横断的に担う次世代型道の駅推進体制の確立などが評価され、国土交通省に重点「道の駅」として選定されました。 In January 2020, the eight road stations in Minamiboso City were designated as focus "Michi-no-Eki" by the Ministry of Land, Infrastructure, Transport and Tourism for having established a framework for development into next-generation road stations.
